Ground disturbance on private property represents one of the largest unmanaged sources of infrastructure risk in North America. While public right of way activity is governed by established legislation and One Call systems, privately owned buried infrastructure operates in a fragmented and largely unregulated environment.

 

NAPUA exists to address this gap.

NAPUA is structured to ensure independence, credibility, and balanced representation across stakeholder groups.

Higher-level sponsors may be invited to participate in advisory committees, working groups, and strategic discussions related to standards development, education, and long-term initiatives. In limited cases, sponsorship may support eligibility for governance participation.

 

Board participation is not guaranteed by sponsorship alone. All governance roles are subject to NAPUA bylaws, conflict of interest requirements, and approval processes to ensure alignment with the association’s mission and integrity.

 

This structure protects both NAPUA and its sponsors while enabling meaningful, appropriate engagement at the leadership level.
